Acts 10:3-4 King James Version (KJV)
3 He saw in a vision evidently about the ninth hour of the day an angel of God coming in to him, and saying unto him, Cornelius.
4 And when he looked on him, he was afraid, and said, What is it, Lord? And he said unto him, Thy prayers and thine alms are come up for a memorial before God.
Acts 10:3-4 International Standard Version (ISV)
3 One day, about three in the afternoon, he had a vision and clearly saw an angel of God coming to him and saying to him, “Cornelius!”
4 He stared at the angel in terror and asked, “What is it, Lord?”
The angel answered him, “Your prayers and your gifts to the poor have arisen as a reminder to God.

These are my thoughts, please share yours.
3 Angel’s visits were never a common event but always stood with something amazing. 3pm is when this was happening for a Angel to visit him was big but soon the Faith would become bigger then Rome. This would be used to bring Rome more to the faith and set the stage for when Paul came their years later as a prisoner because of serving Christ.
4 Angles always caused fear in the bible. This message would have came from the Lord by the angel. God remembers what we do and God will make the most of what we give Him if its in the right motive.
