Numbers 21:27-29 King James Version (KJV)
27 Wherefore they that speak in proverbs say, Come into Heshbon, let the city of Sihon be built and prepared:
28 For there is a fire gone out of Heshbon, a flame from the city of Sihon: it hath consumed ar of Moab, and the lords of the high places of Arnon.
29 Woe to thee, Moab! thou art undone, O people of Chemosh: he hath given his sons that escaped, and his daughters, into captivity unto Sihon king of the Amorites.

These are my thoughts, please share yours.
27 Israel just defeated these cities and people because they attacked them. Some of Israel themselves may have wanted to build the cities and live there but that would have missed them out on the Holy Land.
28 This fire maybe reference to God because he was the flame by night that lead them, God used Israel, lead Israel to overcome and defeat these cities and people. Thru Jesus we overcome because He already overcame for us.
29 People may never learn that you don’t come against God’s people, the Jews are blessed by being God’s people but we as Christians share an even greater blessing thru Jesus. He died for us and He watches out for us.
